IDENTITY AND STRUCTURE
As stated in the Scandian Manifesto, Imperial New Scandinavia was formed through rebellion against an evil and oppressive regime, ruled by Nicholas the Terrible. In an attempt to stop the senseless bloodshed, and bitterness of infirmity, those loyal to Truth, Dignity, Beauty, Peace, Equality, Strength and Freedom formed a resistance, and did cast off the heavy yoke of the tyrannical province, and established for posterity a new government, dedicated to the pursuit of the benefits fought for. Insomuch as New Scandinavia wishes to bestow all good blessings of Truth, Peace, Strength, Beauty and Freedom to its citizens, it wishes to generously give of its fruits to all nations, therefore it establishes its prime mandate as the complete conquest of the surface of the world entire.
New Scandinavia is ruled absolutely and unlimitedly by His Excellency the High Imperator Proprius of Imperial New Scandinavia, the chief magistrate, potentate, governor and dictator of the Nation entire. His Excellency the Imperator rules for the duration of his life, and has complete authority over every property and aspect of the State. His Excellency is bound by no laws, regulations, or codes. The word of the Imperator is law, and the actions of the Imperator are without flaw. The whole of the nation is held together by the Imperators leadership and expertise.
THE POPULACE
The population is divided into four classes, each of which has its own special function and use.
The inner party is made of the highest government positions, only those with supreme powers, and those directing entire Ministries or Bureaus. The Inner Party organizes, plans, and directs the nation. Included in the Inner Party are The Imperator, Chancellors, Imperial Advisors, Generals, Directors, Praefects and Plenipotentiaries.
The Outer Party
The Outer Party includes the lower governmental officals. Outer Party members run the government, though are not involved with the high level planning and organization. Outer Party members have authority within party ranks, and the lowest member of the Outer Party still has authority over one not within the party at all.
Citizenry
Citizens of New Scandinavia do not hold office, but are nevertheless honoured in place with special priviledges and rights. They are under the protection of the State, and actions taken against them will be regarded as actions against the Imperial Empire.
Proletariat
The proles have no rights and no responsibilities. They have no authority, and must obey without question the orders of all the higher classes. Appeals for citizenship are possible, but rarely granted. These usually refused to join willingly when they had the chance.
THE GOVERNMENT
Scandian government is classified into hierarchical levels of authority, subsequent levels under the authority of higher ones.
The Imperial Level of Government includes those persons and organizations with authority over every aspect of New Scandinavia. This includes the Imperator, the Chancellery, and the Plenipotentiaries.
Viceregal Standing
The Viceregal Level includes those governing entire organizations, bodies, or provinces. All in this level hold the title and rank of Viceroy, in addition to a more specific title. Included in this body are the Directors, Praefects, Generals and Proconsuls. Viceroy act on behalf of, and with the full authority of the Imperator within their local area of authority. Director and Proconsul powers are limited to their field of work, whereas the Praefect holds diverse and absolute reign of power within their territory.
Magisterial Standing
These lower level magistrates have specific purposes, and authority according to each purpose. Magistrates are also members of the Outer Party, and are predominantly in a sub-section of a Viceregal category.
SPECIFIC OFFICES
High Imperator Proprius Eterna

High Chancellor/Chancellors
The Chancellery exists to properly disperse authority, power, and the burden of leadership. Thus the Position of the High Chancellor is second to the Imperator, by merit of some of its similar qualities. The chancellors’ word becomes law, subject to the Imperator's word. The Chancellor has the full and immediate authority of the Imperator, provided that he executes only actions approved and approvable by the Imperator.
Praefects
Local dictator with powers similar to the Chanlellery that range only within a specific province, and always subject to the Imperator.
Directors
Runs a specialized department: has authority to pool resources from all of Scandia, though only to accomplish a specific limited goal.
Plenipotentiaries
Representative of another nation with military powers equal to that of a General in order to prevent a war, as outlined in the Kerwood International Confederacy Compact.
Generals
Generals organize, command, and participate in military action, and may commission any citizens troops or resources for military use. Report to Chancellery, Regional Praefects, when applicable, and the Imperator.
Proconsuls
Imperial Scandia officials holding governmental positions in governments of allied nations, as outlined by the Kerwood International Confederacy Compact.
